Pennsylvania Turnpike CommissionERP Upgrade/Migration System Integration (ERP SI)
Project Overview:
The Pennsylvania Turnpike Commission (Commission) is seeking a firm to provide professional technology system integration (SI) services to migrate and upgrade the Commission’s Enterprise Resource Planning (ERP) SAP implementation from its current on-premise configuration into the SAP S/4HANA functionality. While the SI will be involved in defining the specific technology architecture and the SAP licensing Bill of Materials, the acquisition of the SAP licensing and/or cloud environment hosting will not be conducted through the resulting contract.
The Commission intends to enter in a contract with a firm to lead the detailed planning and blueprinting of the system architecture, process and data mapping, data archiving, data warehousing, system implementation and cutover into a cloud-hosted environment, end-user and technology staff training and knowledge transfer, automated testing, and post-go-live support. The SI will work collaboratively with the Commission, Commission’s chosen hosting provider, SAP, and other Commission business partners throughout the project to ensure success.
The Commission seeks to baseline the project with a minimum viable implementation (MVP) that ensures cutover from the on-premise installation prior to SAP’s published end of support for ECC at the beginning of 2027. In addition, the Commission may optionally continue with the SI for follow-on services to implement additional best-fit solutions for the Commission that are not deemed to be on the initial critical path.
Procurement Timeline:
A tentative timeline for RFP issuance and contract award is provided below (subject to change):
• RFP issued: early Fall 2023
• Proposals due: Spring 2024
• Contract Notice to Proceed: Winter 2024/Spring 2025
Industry Forum:
The Commission will hold a virtual Industry Forum to discuss details of the procurement process and timeline, provide an overview of the scope of services, describe interrelated current and planned projects, and garner interest from qualified firms.
The Industry Forum will be held on Wednesday, August 2, 2023, from 9:00 AM to 1:00 PM, virtually.
